A key commitment under the Western Sydney City Deal, the Specialist Advanced Training Centre (SATC) in Western Sydney’s Aerotropolis would provide industry-aligned, high-tech vocational education supporting advanced manufacturing and aerospace sectors, while anchoring education infrastructure within the emerging Bradfield City Centre.
Polis Partners, in partnership with Astrolabe Group, delivered a business case for TAFE NSW demonstrating strategic alignment, economic value and readiness for investment. Our work included:
- investment logic mapping to align the project with government and industry priorities
- development and assessment of infrastructure and operating model options
- detailed cost–benefit analysis (CBA) to test economic impacts
- benefits realisation planning to quantify long-term workforce, productivity and regional development outcomes
- supporting the progression of the business case through the Infrastructure NSW Gateway Review process, responding to recommendations and ensuring compliance with best-practice requirements.
The business case was completed in line with NSW Government guidelines and submitted to NSW Treasury. Our analysis provided a clear, evidence-based justification for investment, demonstrating the SATC’s role in supporting industry growth, skills development and long-term economic outcomes in Western Sydney.
