Polis Partners partnered with MI Engineers and GHD to support Transport for NSW (TfNSW) in successfully obtaining $301.9 million from the NSW and Commonwealth governments to deliver two stages of the Newell Highway upgrade to strengthen regional safety, resilience and freight connectivity.
Critical infrastructure deficiencies on the Newell Highway north of Moree, including poor pavement condition, sub-standard geometry, low flood immunity and inadequate safety features, limited the highway’s ability to meet current and future freight, passenger and regional connectivity needs.
Polis Partners worked with TfNSW to develop a business case with evidence to support a staged investment, and secure funding from governments to address these risks. The business case included defining the scope of the upgrade and the preferred options. We subsequently prepared a comprehensive addendum incorporating updated economic analysis, revised cost–benefit ratios and refinements to the project design in response to changing market conditions and stakeholder input. We also developed the Commonwealth funding submission (Project Proposal Report).
