Polis Partners partnered with Iceni to prepare the Kiama to Bomaderry (K2B) rail upgrade business case for Transport for NSW to improve regional connectivity and advance the NSW Government’s fast rail vision.
The upgrade included new track and passing infrastructure, station and signalling upgrades, and improved stabling and crew facilities, increasing network capacity and enabling service redesign. To support the upgrade, a business case was needed to demonstrate alignment of strategic objectives, quantify the economic and transport benefits, and support funding and approvals through the government assurance process.
Our work included detailed investment logic mapping, developing and assessing infrastructure and operational options (including consideration of non-rail alternatives) and a detailed cost–benefit analysis to evaluate economic impacts. We also completed benefits realisation analysis which demonstrated long-term improvements in network performance, regional accessibility and development outcomes.
Our analysis provided a clear, evidence-based justification for investment, confirming the project’s value in improving regional rail capacity, enabling future service upgrades and supporting long-term fast rail objectives. We also supported progression of the business case through the Infrastructure NSW Gateway Review process.
