Polis Partners worked with the City of Canada Bay Council (CCBC) to develop a business case and cost-benefit analysis (CBA) for targeted enabling infrastructure to unlock housing supply and support a funding bid under the NSW Housing Acceleration Fund.
Greater Sydney faces acute housing supply pressures with growth in the City of Canada Bay constrained despite strong demand. While Concord West and North Strathfield were identified as high-growth precincts, flooding risks on key access routes and significant traffic congestion has limited development potential.
Polis Partners worked with CCBC to develop a business case seeking investment for a coordinated program of flood mitigation, stormwater upgrades and transport improvements, providing a case for how the proposed enabling infrastructure would accelerate housing delivery and achieve broader policy outcomes.
As part of the business case, we assessed housing uplift potential, infrastructure options and program benefits, and packaged the works into a single funding proposition aligned with NSW Government requirements.
The business case was submitted to Infrastructure NSW as part of the Housing Acceleration Fund process. On request from CCBC, Polis Partners also supported the project through the NSW Government assurance review by providing supporting materials, presenting the project to the assurance review team, and attending interviews.
