Polis Partners led a detailed tourism value chain study for Vanuatu to develop up-to-date evidence and mapping of the tourism supply chain and measurement of economic contribution. The outputs and methodology will be incorporated into Vanuatu’s National Accounts reporting.

Conducting extensive surveys and consultation with local businesses, industry bodies and government agencies, we mapped key elements of the tourism economy—including accommodation, transport, tours, food and beverage and cultural services—to identify where value was created and retained.

Our study provided a robust evidence base to guide tourism recovery and investment decisions for the Vanuatu Government, following disruption in the sector from the COVID-19 pandemic, natural disasters and infrastructure damage. With tourism being a critical driver of economic activity and employment in Vanuatu, we also identified opportunities to strengthen local supply chains, support business development and improve workforce outcomes, to enable more inclusive economic growth.

We also developed a scalable survey and analytical framework to support future national rollout and ongoing monitoring. Our study will be used to support governments and donors seeking to make significant recovery and investment decisions in Vanuatu.
