The Challenge
WaterNSW is the primary water utility responsible for delivering water infrastructure and services across New South Wales. The organisation plays a critical role in ensuring water security and sustainability for the state's communities, industries, and environments. In response to increasing challenges posed by climate change, population growth, and the need for long-term water security, WaterNSW has embarked on several key projects to enhance the resilience and capacity of the state's water infrastructure.
NSW faces significant challenges in ensuring a reliable and secure water supply, particularly in the face of recurring droughts and the growing demand for water resources. WaterNSW identified critical infrastructure projects needed to address these challenges and secure water supplies for future generations. These projects include the development of strategic pipelines, the construction of a new weir, and the implementation of regional drought security programs as part of a broader infrastructure reform program. Each of these initiatives is vital to enhancing water security across the state and ensuring that communities and industries have access to the water resources they need.
The Action
Polis Partners (previously SIA) in association with GHD was engaged by WaterNSW to support the development of several key business cases aimed at securing investment for critical water infrastructure projects. These projects are part of the NSW Government's broader water security initiatives:
- Lostock to Glennies Pipeline Strategic Business Case: Andrew led the advisory team in developing a strategic business case for the proposed pipeline between Lostock and Glennies Creek. This project is designed to enhance water transfer capacity and improve the resilience of the water supply system in the region.
- Macquarie Weir Final Business Case: Assisted WaterNSW in developing the final business case for the proposed Macquarie Reregulated Weir. The project aims to improve water management and storage in the Macquarie Valley, supporting both agricultural and environmental water needs.
- Lake Rowlands to Carcoar Pipeline Final Business Case: Supported the development of the final business case for the proposed pipeline between Lake Rowlands and Carcoar. This project will provide critical infrastructure to secure water supplies for local communities and industries.
- Macquarie Valley Drought Security Program: Assisted WaterNSW in analyzing and developing a regional drought security and resilience program for the Macquarie Valley. The program aims to support the region during future droughts by improving water storage, distribution, and management practices.
The Results
The strategic and final business cases developed were crucial in securing investment decisions for these vital water infrastructure projects. The comprehensive analysis and recommendations were incorporated into WaterNSW's submissions to the NSW Government, highlighting the importance of these projects in enhancing the state's water security.
