The Challenge
TAFE NSW was required to complete a Final Business Case (FBC) for the Specialist Advanced Training Centre (SATC) in the Aerotropolis, fulfilling Commitment of the Western Sydney City Deal.
The SATC was being sought to deliver industry-aligned, high-tech vocational training that supports the growth of advanced manufacturing and aerospace sectors in Western Sydney. It aims to equip local workers with future-focused skills, attract investment, and anchor education infrastructure within the Bradfield City Centre.
The Action
Polis Partners in conjunction with Astrolabe Group undertook the following actions to deliver the Interim Final Business Case:
- Investment Logic Mapping: Conducted investment logic mapping to align the project with strategic goals, ensuring the SATC meets the needs of industry and the educational objectives of TAFE NSW.
- Options Development: Developed multiple infrastructure and operational options for government consideration, considering various delivery and financing scenarios to identify the most viable solution.
- Cost Benefit Analysis: Performed a detailed cost-benefit analysis to evaluate the economic impact of each option, demonstrating the value and potential returns of the SATC to stakeholders.
- Benefit Realisation: Analysed and projected the benefits of the preferred option to ensure alignment with government priorities, highlighting the long-term positive impact on the community and the economy.
- Gateway Process: Guided the business case through the INSW Gateway Review process for approval, addressing critical recommendations and ensuring compliance with best practice guidelines.
The Results
The business case was completed in line with NSW Government best practice guidelines and submitted to NSW Treasury. The comprehensive analysis and strategic alignment ensured that the project met the necessary criteria for funding and approval.
