The Challenge

The City of Newcastle sought funding to upgrade vehicle access to the Summerhill Waste Management Centre (SWMC) to improve operational efficiency, support future growth, and address critical infrastructure constraints. Existing bottlenecks at the weighbridge, poor access for B-Doubles, and safety and amenity concerns along local roads limit capacity and trigger consenting restrictions. Without intervention, key intersections are projected to experience poor service levels, undermining the facility’s long-term viability.

The Action

Polis Partners were engaged by the City of Newcastle to develop the strategic business case. This included the development of the case for change, assisting with options development and the economic and financial analysis. Polis also assisted the council in developing the project management sections of the business case including the program, governance, procurement and delivery strategy, change management plan and benefits realisation plan.

The Results
Polis Partners delivered the strategic business case for council consideration along with a supporting economic and financial evaluation report.
