The Challenge
The Parramatta North Program is a major urban renewal initiative spanning 43 hectares in Western Sydney, encompassing heritage, health, education, and transport projects. With fragmented governance and independently developed business cases, the NSW Government required a coordinated program-level strategy to align priorities, manage interdependencies, and support a final investment decision.
The Action
Polis Partners developed the Program Business Case Delivery Strategy, providing a structured investment framework that included:
- A program-based business case approach to unify decision-making across projects
- Governance structures to improve agency coordination and streamline
approvals - Strategic assessment of commercial feasibility, funding alignment, and project synergies
- Integrated economic and financial modelling to quantify long-term benefits
- Sequencing and risk management to support timely delivery of individual business cases
The Results
The strategy gave the NSW Government a clear pathway through Infrastructure NSW’s assurance process and Cabinet approvals. It enabled a whole-ofgovernment investment decision, supporting the program’s long-term sustainability and delivering economic, social, and cultural benefits for Western Sydney
