The Challenge

Government sought to explore options to recognise and protect First Nations traditional knowledge through a credential for Indigenous agricultural products. Clear evidence was required on market size, ownership definitions, and the economic feasibility of a credential system.

The Action

Polis Partners, in partnership with Yamagigu, undertook market sizing using multiple sector definitions and ownership thresholds, modelling future growth and pricing scenarios. We then delivered a Cost–Benefit Analysis to assess economic impacts under alternative uptake and implementation pathways, supported by sensitivity testing of key assumptions.

The Results

The analysis demonstrated a growing but high-impact market with significant potential to support First Nations economic participation. Defining Indigenous ownership thresholds emerged as the critical driver of market size. The CBA showed positive net benefits, supporting further development of the credential system.
