Polis Partners has worked with Landcom over a number of years to support strengthening the policy, financial and procurement mechanisms that sit behind Landcom’s project delivery to expand its provision of affordable housing. Some of our work includes:

  • Developing evidence-based options to improve key worker home ownership through assessment of shared equity, concessional lending and affordability thresholds.
  • Strategic advice on aligning land use, enabling infrastructure, delivery models and governance arrangements to support growth in complex development settings. This includes advising on portfolio level delivery frameworks, structuring early phase partnerships with Community Housing Providers, testing alternative funding and staging models, and designing processes that enable infrastructure, services and development to be sequenced effectively.
  • Designing and implementing scalable partnership and procurement pathways with Community Housing Providers, including helping to establish and evaluate an Affordable Housing Delivery Panel.
  • Building detailed feasibility and funding-gap modelling to test innovative capital structures such as sale-and-leaseback.
  • Supporting navigation of land availability, infrastructure constraints, funding mechanisms and community outcomes, providing advice to inform investment decisions prior to individual projects proceeding to business case or delivery stages.
  • Supporting Landcom to seek Community Housing Providers to partner with on seven affordable housing projects, bringing together the land, financing, design, approvals, construction and ultimately management of the housing.

Collectively, our work has helped Landcom align its delivery models with key NSW Government objectives, engage partners earlier and more transparently, and accelerate a pipeline of well-located affordable homes by improving commercial readiness, investment feasibility, partnership development and program execution.
