Concord West Precinct Acceleration Program – Final Business Case
The Challenge
Growth in Concord West and North Strathfield has been constrained by flooding, congestion and inadequate local infrastructure, limiting the delivery of new housing. Council required a business case for priority enabling works to unlock development opportunities.
The Action
Polis Partners led the final business case for three critical projects—flood mitigation, stormwater upgrades, and an intersection improvement. We worked with specialist modellers, assessed housing uplift potential, and prepared a coherent program narrative aligned with the Housing Acceleration Fund (HAF) requirements.
The Results
A high-quality business case was submitted to Infrastructure NSW for HAF funding. It demonstrated the role of targeted enabling infrastructure in accelerating housing supply and achieving local and state planning objectives.
