Australia’s Cost-Benefit Analyses Benchmarks

About The Infrastructure Report

The evidence base

A curated collection of 250 Australian infrastructure cost–benefit analyses, spanning transport, energy, water and social infrastructure over the past 20 years.

The dataset brings together core metrics in a consistent format, allowing projects to be compared on a like-for-like basis.

It is a live resource, designed to expand and evolve over time.

Metrics that matter

Benchmarks on how infrastructure projects perform, from BCRs and IRRs through to capital costs, discount rates and benefit composition.

It enables comparison across sectors and over time, while also showing how practices are
shifting, including the treatment of wider economic and land-use benefits.

Viewed together, subtle trends and structural shifts begin to emerge.

Putting it to use

A practical reference for benchmarking projects, supporting CBA development and strengthening business case quality assurance.

It helps inform parameter setting and the evolution of guidance, while also enabling exploration of emerging practices such as the treatment of wider economic benefits.

It can also be used to step back and examine infrastructure investment at a portfolio level — what is being invested in, and how it compares.
