The Challenge

Homes NSW required a scalable, system-wide operating model for delivering key worker housing across diverse regional and metropolitan markets, balancing government risk, affordability outcomes, and delivery efficiency.

The Action

Polis Partners identified a long list of delivery models—ranging from Build-to-Rent to Defence Housing Australia-style asset management—and assessed each against feasibility, scale, equity and alignment with Homes NSW’s future role. Extensive stakeholder consultation tested practical implementation pathways.

The Results

The final report recommended a shortlist of preferred models and provided a detailed implementation roadmap. The analysis informed agency planning and supported budget and strategic decisions for a potential statewide rollout.
