INSW Business Case Process and Practitioners Toolkit
The Challenge
Infrastructure NSW (INSW) oversees business case development for infrastructure investment. To improve quality, consistency, and efficiency, INSW introduced the Business Case Process and Practitioners Toolkit—providing agencies with structured templates, guidance, and evaluation processes aligned with NSW Treasury and the Infrastructure Investor Assurance Framework (IIAF). Agencies had faced inconsistent documentation, unclear guidelines, and delays due to the complexity of the gateway assurance process. INSW sought to standardise approaches and embed best-practice tools to support more effective project planning and approvals.
The Action
Polis Partners worked with INSW to develop and refine the Business Case Process and Toolkit, including:
- Standardised templates for Needs Confirmation, Strategic, and Final Business Cases
- A structured pathway through INSW’s three-stage gateway review
- An online repository of templates, guidance, and practitioner notes
- Pilot testing with selected projects to validate the process and gather feedback
The Results
The Toolkit has equipped agencies with a consistent, transparent framework for business case development, improving alignment with government priorities and streamlining gateway reviews. It has reduced approval timeframes and enhanced the quality of infrastructure investment decisions across NSW.
