The Challenge

The Tobwabba Aboriginal Medical Services seeks funding to develop a culturally sensitive and inclusive drug and alcohol detox and rehabilitation centre located on Worimi Country in Forster, NSW. The proposed new facility aims to improve access for First Nations people seeking drug and alcohol rehabilitation services, reduce the number of First Nations people requiring acute and ongoing healthcare related to drug and alcohol use and close the gap in socioeconomic outcomes between First Nations people and the general population. Tobwabba’s vision is to build a place of calm, safety and connection that provides an opportunity for healing close to community, within a framework of culture and care.

The Action

Polis Partners, in collaboration with Astrolabe, conducted economic and financial modelling to support Tobwabba’s business case for a new rehabilitation centre in Forster. The analysis quantified key benefits including reduced wait times, travel savings, avoided healthcare and justice system costs, improved productivity, and lower rates of drug- and alcohol-related harm.

The Results

Polis Partners undertook the economic and financial modelling and delivered an economic and financial report to complement the wider business case, along with specific inputs for the economic and financial sections of the business case.
