The Challenge

Australia is facing a national housing crisis, with all levels of government actively seeking solutions to address growing demand, rising costs, and supply shortages. In NSW, this challenge is particularly acute, with significant population growth and declining housing supply, underscoring the need for urgent action and planning reforms.

The Concord West Precinct Acceleration (the program), an initiative being driven by the City of Canada Bay Council (CCBC), aims to address critical infrastructure needs within the City of Canada Bay Local Government Area and to directly facilitate the accelerated supply of housing in the area.

Concord West and North Strathfield (the study area) have both been identified as high growth precincts by both the state government and CCBC. However, growth within these areas has been constrained due to flooding risks located along key emergency access routes and excessive traffic congestion. 

The Action

Polis Partners led the development of a final business case that incorporated all the program elements above into a program of works to support the Council’s bid for funding through the NSW Government’s Housing Acceleration Fund (HAF). Polis Partners and its partners used their extensive experience in the transport and housing sector to identify and analyse options and benefits of housing uplift and present them Council.

The Results

A high-quality final business case was developed in line with the Government’s requirements that provided a coherent narrative on the benefits of undertaking enabling works by the Council to achieve a longer-term goal of increasing housing supply.

The final business case was submitted by Council to Infrastructure NSW as part of the HAF process for funding. The final business case highlighted the importance of the coordinating enabling infrastructure investment to achieve multiple policy objectives.
