The Challenge
Landcom, the NSW Government State Owned Enterprise (SOE), has a mandate to support the development of affordable housing on NSW Government-owned land. With the increasing focus on housing supply and affordability at all government levels, Landcom's role is expanding. Historically, for projects being transferred to the Community Housing Provider (CHP) sector,
To align with the government’s mandate and increase the supply of affordable housing, Landcom sought to create a panel of suitably qualified CHPs to facilitate early engagement and a collaborative early phase delivery model. This model aims to ensure that future projects are designed and delivered to meet the needs of the industry, meet the KPI of the NSW Government, and provide the greatest value to the broader NSW community.
The Action
Polis Partners were engaged by Landcom as strategic advisers for establishing an Affordable Housing Delivery Panel. The panel aims to streamline procurement processes for selecting CHP partners, ultimately facilitating the delivery of more affordable housing within Landcom's project portfolio.
Polis Partners provided guidance and drafted an Information Memorandum for prospective CHP participants. This memorandum detailed the panel's objectives, requirements, and benefits. Polis also assisted in creating returnable schedules designed to align with Landcom's strategic goals and operational needs, providing a structured approach for participants to respond effectively.
After Landcom released the panel tender, Polis assisted in evaluating CHP applications. Furthermore, Polis developed an Excel tool to assist in the ongoing management of the panel, enhancing efficiency and transparency in the process. The establishment of the Affordable Housing Delivery Panel is set to accelerate the delivery of affordable housing, addressing a critical need in the market.
The Results
Landcom now uses its Affordable Housing Delivery Panel to engage CHPs early, streamline procurement, and align partners with its development pipeline. The panel promotes fair access, reduces admin burden, and accelerates delivery of affordable housing that meets community needs and government KPIs.
